중소벤처기업부(이하 중기부)는 5일 서울 여의도 63빌딩에서 오영주 장관과 국내 대표 인공지능(이하 AI) 스타트업과 전문가 20여명이 참석한 가운데 최신 AI 개발 동향점검 및 활용·확산방안 회의를 개최했다.
최근 중국 스타트업 딥시크(DeepSeek)가 저비용·고성능 AI 모델을 구현하여 기존의 대규모 자본 투입이 필요하다는 기존 AI 모델 개발 시각을 파괴하면서 글로벌 시장에 큰 충격을 주었다. 이에 대응하여 우리 스타트업·중소기업의 나아갈 방향과 정부의 정책을 논의하기 위해 이번 자리를 마련했다.
중기부는 지난해 7월 ‘초격차 AI 스타트업 레벨업 전략’을 발표한 바 있으며, 제1차 국가인공지능위원회(’24.9)에서 발표한 ‘국가 AI 전략 정책방향’에서 27년까지 AI 유니콘 5개사 및 제조 AI기업 육성과 ‘(가칭)중소기업 AI 활용·확산 촉진법’ 마련 등을 과제로 제시한 바 있다. 중기부는 이번 회의 역시 AI 생태계 활성화를 위한 지속적인 노력의 일환이라고 밝혔다.
이번 회의에는 하정우 네이버클라우드 AI센터장이 발제를 맡았으며, 전세계 약 1억명이 가입한 수학 특화 AI모델인 콴다를 개발한 매스프레소 이용재 대표, 금융·법률·의료 등 산업별 AI 언어모델 솔루션 개발로 KT 등으로부터 1천억원대 투자유치에 성공한 업스테이지 이활석 CTO(최고기술임원) 등이 참석해 다양한 의견들을 제시하였다.
발제를 담당한 하정우 네이버클라우드 AI센터장은 “미국처럼 천문학적 투자가 아니라도 강력한 사고형 AI 개발 가능성을 딥시크가 보여줬다”며 “정부는 국가AI 데이터센터의 조속한 완공, AI+X 전략을 통한 산업별 전문지식과 인공지능 추론 역량의 결합을 통해 중소기업 경쟁력 강화에 집중할 시기”라고 밝혔다.
특히 2025년 이후는 인공지능 발전 단계상 GPU, 데이터센터 등 하드웨어 중심의 1단계를 지나 AI스마트폰, AI에이전트 등 소프트웨어의 중요성이 더욱 강조되는 2∼3단계 진입이 예상되고 있어, 미래 AI 진화 분야에서 스타트업의 신제품·서비스 개발 전략도 중점적으로 논의됐다.
오영주 장관은 “AI기술 도입과 활용은 중소기업의 경쟁우위 확보를 지원하고 혁신적인 성과를 창출하는 엔진 역할을 하고 있어, 향후 AI 활용 여부가 기업 경쟁력과 직결되는 상황”이라며 “딥시크가 세계적으로 큰 충격을 주었지만 AI를 활용하는 스타트업과 중소기업에게는 기회로 작용하며, 정부도 AI 활용을 확산할 수 있는 정책을 고민함으로써 AI 기업과 시장을 더욱 확대하고 다시 기업들의 혁신으로 이어지는 AI 선순환 생태계 구축을 위해 노력하겠다”고 밝혔다.

Ministry of SMEs and Startups Discusses Latest Development Trends with AI Startups
The Ministry of SMEs and Startups (hereinafter referred to as the Ministry of SMEs and Startups) held a meeting on the latest AI development trends and utilization/dissemination plans at the 63 Building in Yeouido, Seoul on the 5th, with the attendance of Minister Oh Young-joo and 20 leading domestic artificial intelligence (hereinafter referred to as AI) startups and experts.
Recently, Chinese startup DeepSeek shocked the global market by implementing a low-cost, high-performance AI model, thereby destroying the existing view of AI model development that requires large-scale capital investment. In response, we have arranged this event to discuss the future direction of our startups and small and medium-sized enterprises and government policies.
The Ministry of SMEs and Startups announced the 'Super Gap AI Startup Level-up Strategy' in July of last year, and in the 'National AI Strategy Policy Direction' announced at the 1st National Artificial Intelligence Committee ('24.9), it presented tasks such as fostering five AI unicorns and manufacturing AI companies by 2027 and establishing the '(tentative name) Act on Promotion of AI Utilization and Diffusion by Small and Medium Enterprises'. The Ministry of SMEs and Startups stated that this meeting is also part of its ongoing efforts to activate the AI ecosystem.
This meeting was chaired by Jung-woo Ha, Director of Naver Cloud AI Center, and attended by Yong-jae Lee, CEO of Mathpresso, who developed Qanda, a math-specific AI model with approximately 100 million subscribers worldwide, and Hwal-seok Lee, CTO (Chief Technology Officer) of Upstage, who successfully attracted 100 billion won in investment from KT and others through the development of AI language model solutions for industries such as finance, law, and medicine, and presented various opinions.
Jung-woo Ha, head of Naver Cloud AI Center, who gave the opening speech, said, “DeepSearch has shown the possibility of developing a powerful thinking AI without astronomical investments like in the United States.” He added, “The government should focus on strengthening the competitiveness of small and medium-sized enterprises by quickly completing the national AI data center and combining industry-specific expertise and AI inference capabilities through the AI+X strategy.”
In particular, after 2025, the AI development stage is expected to move beyond the hardware-centered first stage, such as GPUs and data centers, and enter the second and third stages, where the importance of software, such as AI smartphones and AI agents, will be further emphasized. Therefore, the development strategies of startups for new products and services in the future AI evolution field were also discussed in detail.
Minister Oh Young-joo said, “The introduction and use of AI technology is supporting small and medium-sized enterprises to secure a competitive edge and acting as an engine that creates innovative results, so in the future, whether or not AI is used is directly related to corporate competitiveness.” He added, “Although DeepSearch has had a great impact globally, it serves as an opportunity for startups and small and medium-sized enterprises that utilize AI. The government will also consider policies that can expand the use of AI, thereby further expanding AI companies and markets and building a virtuous AI ecosystem that leads to innovation in companies.”

中小ベンチャー企業部（以下中期部）は５日、ソウル汝矣島（ヨイド）６３ビルでオ・ヨンジュ長官と国内代表人工知能（以下ＡＩ）スタートアップと専門家２０人余りが参加した中で最新ＡＩ開発動向点検及び活用・拡散案会議を開催した。
最近、中国のスタートアップディープシーク（DeepSeek）が低コスト・高性能AIモデルを実装し、既存の大規模資本投入が必要だという既存のAIモデル開発の視点を破壊し、グローバル市場に大きな衝撃を与えた。これに対応して韓国のスタートアップ・中小企業の進む方向と政府の政策を議論するために今回の席を設けた。
中期部は昨年7月に「超格差AIスタートアップレベルアップ戦略」を発表したことがあり、第1次国家人工知能委員会('24.9)で発表した'国家AI戦略政策方向'で27年までAIユニコーン5社および製造AI企業育成科'(仮称)中小企業として活用。中期部は今回の会議もAI生態系活性化のための持続的な努力の一環だと明らかにした。
今回の会議にはハ・ジョンウ・ネイバークラウドAIセンター長が発題を務め、全世界約1億人が加入した数学特化AIモデルであるクアンダを開発したマスプレッソ利用財代表、金融・法律・医療など産業別AI言語モデルソリューション開発でKTなどから1千億ウォンの投資釈迦様々な意見を提示した。
発制を担当したハ・ジョンウのネイバークラウドAIセンター長は「米国のように天文学的投資でなくても強力な思考型AI開発の可能性をディープシークが見せた」とし「政府は国家AIデータセンターの早急な完工、AI+X戦略を通じた産業別専門知識と人工知能の推論力量。
特に2025年以降は人工知能発展段階上、GPU、データセンターなどハードウェア中心の1段階を過ぎ、AIスマートフォン、AIエージェントなどソフトウェアの重要性がさらに強調される2～3段階進入が予想されており、将来AI進化分野でスタートアップの新製品・サービス開発戦略も重点的に議論された。
オ・ヨンジュ長官は「AI技術の導入と活用は、中小企業の競争優位確保を支援し、革新的な成果を創出するエンジンの役割を果たしており、今後AIの活用可否が企業競争力と直結する状況」とし「ディープシークが世界的に大きな衝撃を与えたが、AIを活用するスタートアップと中小企業にも活用してAIを活用と再び企業の革新につながるAI好循環生態系構築のために努力する」と明らかにした。

中小企业和风险投资部（以下简称中小企业和风险投资部） 5日在首尔汝矣岛63大厦举行了人工智能最新发展趋势和运用/普及计划会议，部长吴英珠和20名韩国代表性人工智能（以下简称AI）初创企业和专家出席了会议。
近日，中国创业公司DeepSeek通过实现低成本、高性能的AI模型震惊全球市场，打破了AI模型开发需要大规模资金投入的既有观点。为此，我们举办了这次活动，讨论我们的初创企业和中小企业的未来方向以及政府的政策。
中小企业和风险投资部于去年7月发布了《超级差距AI初创企业升级战略》，并在第1届国家人工智能委员会（‘24.9）上发布的《国家AI战略政策方向》中提出了到2027年培育5家AI独角兽和制造AI企业、制定《（暂定名）中小企业AI利用及普及促进法》等任务。中小企业和初创企业部表示，此次会议也是其为振兴人工智能生态系统而不断做出的努力的一部分。
本次会议由Naver云AI中心主任河正宇主持，开发出全球约1亿用户使用的数学专用AI模型Qanda的Mathpresso首席执行官李勇在，以及通过开发金融、法律、医疗等行业的AI语言模型解决方案，成功吸引到KT等公司1000亿韩元投资的Upstage首席技术官李华锡出席并发表了各种意见。
致开幕词的 Naver Cloud AI 中心负责人 Jung-woo Ha 表示，“DeepSearch 展示了无需像美国那样投入巨额资金即可开发出具有强大思维能力的 AI 的可能性。”他还表示，“政府应通过 AI+X 战略，迅速完成国家 AI 数据中心建设，结合行业专业知识和 AI 推理能力，着力加强中小企业的竞争力。”
尤其是2025年以后，AI发展阶段有望超越GPU、数据中心等以硬件为中心的第一阶段，进入AI智能手机、AI代理等软件的重要性将进一步凸显的第二、第三阶段。因此，也详细讨论了创业公司在未来AI进化领域新产品、新服务的开发策略。
吴英珠部长表示：“AI技术的引进和使用，是中小企业确保竞争优势、创造创新成果的引擎，今后是否使用AI，与企业竞争力有直接关系。”他补充道：“虽然DeepSec在全球产生了巨大影响，但对于利用AI的初创企业和中小企业来说，这是一个机会。政府还将考虑制定能够扩大AI应用的政策，从而进一步扩大AI企业和市场，构建良性的AI生态系统，促进企业创新。”

Le ministère des PME et des startups discute des dernières tendances de développement avec les startups de l'IA
Le ministère des PME et des startups (ci-après dénommé le ministère des PME et des startups) a organisé une réunion sur les dernières tendances de développement de l'IA et les plans d'utilisation/diffusion au bâtiment 63 à Yeouido, à Séoul, le 5, avec la participation du ministre Oh Young-joo et de 20 startups et experts nationaux de premier plan en intelligence artificielle (ci-après dénommée IA).
Récemment, la startup chinoise DeepSeek a choqué le marché mondial en mettant en œuvre un modèle d’IA à faible coût et à hautes performances, brisant ainsi l’idée reçue selon laquelle le développement d’un modèle d’IA nécessite des investissements en capital à grande échelle. En réponse, nous avons organisé cet événement pour discuter de l’orientation future de nos startups et de nos petites et moyennes entreprises et des politiques du gouvernement.
Le ministère des PME et des startups a annoncé la « Stratégie de mise à niveau des startups d'IA Super Gap » en juillet de l'année dernière, et dans la « Direction politique de la stratégie nationale d'IA » annoncée lors du 1er Comité national d'intelligence artificielle ('24.9), il a présenté des tâches telles que la promotion de cinq licornes d'IA et la fabrication d'entreprises d'IA d'ici 2027 et l'établissement de la « Loi (nom provisoire) sur la promotion de l'utilisation et de la diffusion de l'IA par les petites et moyennes entreprises ». Le ministère des PME et des Startups a déclaré que cette réunion s'inscrit également dans le cadre de ses efforts continus pour revitaliser l'écosystème de l'IA.
Cette réunion a été présidée par Jung-woo Ha, directeur du Naver Cloud AI Center, et a réuni Yong-jae Lee, PDG de Mathpresso, qui a développé Qanda, un modèle d'IA spécifique aux mathématiques comptant environ 100 millions d'abonnés dans le monde, et Hwal-seok Lee, CTO (Chief Technology Officer) d'Upstage, qui a réussi à attirer 100 milliards de wons d'investissement de KT et d'autres grâce au développement de solutions de modèles de langage d'IA pour des secteurs tels que la finance, le droit et la médecine, et a présenté diverses opinions.

En particulier, après 2025, le développement de l'IA devrait dépasser la première étape centrée sur le matériel, comme les GPU et les centres de données, et entrer dans les deuxième et troisième étapes, où l'importance des logiciels, tels que les smartphones et les agents IA, sera encore plus soulignée. Par conséquent, les stratégies de développement des startups pour les nouveaux produits et services dans le domaine de l'évolution future de l'IA ont également été discutées en détail.
Le ministre Oh Young-joo a déclaré : « L’introduction et l’utilisation de la technologie de l’IA aident les petites et moyennes entreprises à obtenir un avantage concurrentiel et agissent comme un moteur pour créer des résultats innovants. Ainsi, à l’avenir, l’utilisation ou non de l’IA sera directement liée à la compétitivité des entreprises. » Il a ajouté : « Bien que DeepSearch ait eu un grand impact à l’échelle mondiale, il constitue une opportunité pour les startups et les petites et moyennes entreprises qui utilisent l’IA. Le gouvernement envisagera également des politiques susceptibles d’étendre l’utilisation de l’IA, ce qui permettra de développer davantage les entreprises et les marchés de l’IA et de créer un écosystème d’IA vertueux qui mène à l’innovation dans les entreprises. »
