더불어민주당 강준현 국회의원이 주최하고 한국핀테크산업협회가 주관하는 ‘디지털자산 기본법 제정을 위한 국회 포럼’이 6일 국회의원회관 제9간담회실에서 개최됐다.
이번 포럼은 디지털경제금융연구원 정유신 원장이 좌장을 맡아 진행되었으며, ▲디지털자산 시장의 법제화와 법인 참여 방안에 대한 전문가 발표 ▲패널들의 종합 토론 순으로 이어졌다.
강준현 국회의원은 인사말을 통해 “디지털자산 산업의 건전한 발전을 위해 금융회사 및 법인의 참여가 필수적이며, 이를 위한 입법적 기반 마련이 시급하다”며 “오늘 포럼이 디지털자산 기본법 제정의 중요한 첫걸음이 되기를 기대한다”고 밝혔다. 또한, 한국핀테크산업협회 이근주 회장은 “디지털자산 시장의 발전을 위해서는 명확한 법적·제도적 틀이 필요하다”며 이번 논의가 중요한 전환점이 될 것이라고 강조했다.
발제에서는 ▲이종섭 서울대 경영대학 교수가 ‘블록체인의 제도권 활용 사례와 시사점’에 대해 발표했다. 이 교수는 블록체인 기술의 금융권 적용 가능성과 해외 사례를 바탕으로 국내 적용 방안을 설명하며, 블록체인 기반 금융과 데이터 산업의 전환이 가속화될 것이라고 예측했다. 또한, 규제와 법인의 참여를 허용하는 정책이 필요하다고 덧붙였다.
이어 ▲법무법인 세종 황현일 변호사가 ‘건전한 시장 운영을 위한 규제 프레임워크’에 대해 발표했다. 황 변호사는 디지털자산 시장의 규제 환경을 분석하고, 법적 안정성 확보를 위한 정책적 방향을 제시하며, 법인투자자의 시장 참여를 신속히 허용할 필요성을 강조했다.
▲자본시장연구원 김갑래 센터장은 ‘미국 신정부의 디지털자산 입법 동향’을 발표하며, 미국의 디지털자산 입법 방향과 국내 대응 방안을 논의했다. 그는 미국의 스테이블코인과 토큰화 추진 상황을 설명하며, 한국도 글로벌 시장 변화에 맞춘 정책적 대응이 필요하다고 밝혔다.
종합 패널토론에서는 정유신 원장이 좌장을 맡고, ▲이종섭 교수 ▲황현일 변호사 ▲김갑래 센터장 ▲금융위원회 김성진 과장 ▲NH투자증권 홍성욱 연구원 ▲인피닛블록 정구태 대표가 참석해 다양한 의견을 나눴다.
이번 포럼은 디지털자산 2단계 법안 마련을 위한 연속 포럼의 첫 번째 행사로, 향후 총 6회에 걸쳐 진행될 예정이다. 다음 포럼은 3월 5일에 개최되며, 스테이블 코인 제도 마련 관련 논의가 이어질 예정이다.

Pinsanhyup holds 'National Assembly Forum for Enactment of Basic Digital Asset Law'
The 'National Assembly Forum for the Enactment of the Basic Digital Asset Act', hosted by Democratic Party of Korea member of the National Assembly Kang Jun-hyun and organized by the Korea Fintech Industry Association , was held on the 6th in the 9th conference room of the National Assembly Members' Hall.
This forum was moderated by Director Yoo-shin Jeong of the Digital Economy and Finance Research Institute, and was followed by ▲ expert presentations on the legalization of the digital asset market and measures for corporate participation ▲ panel discussions.
In his opening remarks, Rep. Kang Jun-hyun said, “For the sound development of the digital asset industry, the participation of financial companies and corporations is essential, and it is urgent to establish a legislative foundation for this,” and added, “I hope that today’s forum will be an important first step toward enacting the Basic Digital Asset Act.” In addition, Lee Geun-joo, Chairman of the Korea Fintech Industry Association, emphasized that “A clear legal and institutional framework is necessary for the development of the digital asset market,” and that this discussion will be an important turning point.
In the opening remarks, ▲ Professor Lee Jong-seop of Seoul National University's College of Business Administration presented on 'Blockchain's institutional use cases and implications.' Professor Lee explained the possibility of applying blockchain technology to the financial sector and domestic application plans based on overseas cases, and predicted that the transition to blockchain-based finance and data industries would accelerate. He also added that regulations and policies that allow corporate participation are necessary.
Next, ▲Attorney Hwang Hyeon-il of Sejong Law Firm presented on the ‘Regulatory Framework for Sound Market Operation.’ Attorney Hwang analyzed the regulatory environment of the digital asset market, presented policy directions for securing legal stability, and emphasized the need to promptly allow corporate investors to participate in the market.
▲Kim Gap-rae, the head of the Capital Market Research Center, presented ‘Digital Asset Legislation Trends of the New U.S. Government’ and discussed the direction of digital asset legislation in the U.S. and domestic response measures. He explained the status of stablecoins and tokenization in the U.S. and said that Korea also needs a policy response in line with changes in the global market.
In the comprehensive panel discussion, President Jeong Yu-shin served as the moderator, and ▲Professor Lee Jong-seop ▲Attorney Hwang Hyeon-il ▲Center Director Kim Gap-rae ▲Financial Services Commission Director Kim Seong-jin ▲NH Investment & Securities Researcher Hong Seong-wook ▲Infinite Block CEO Jeong Gu-tae attended and shared various opinions.
This forum is the first in a series of forums to prepare the second phase of the digital asset bill, which will be held over a total of six times. The next forum will be held on March 5, and discussions on the establishment of a stable coin system will follow.

フィンサン協、「デジタル資産基本法制定のための国会フォーラム」開催
さらに、民主党のカン・ジュンヒョン国会議員が主催し、韓国フィンテック産業協会が主管する「デジタル資産基本法制定のための国会フォーラム」が6日、国会議員会館第9懇談会室で開催された。
今回のフォーラムはデジタル経済金融研究院チョン・ユシン院長が座長を引き受けて進行され、▲デジタル資産市場の法制化と法人参加方案に対する専門家発表▲パネルらの総合討論の順に続いた。
カン・ジュンヒョン国会議員は挨拶を通じて「デジタル資産産業の健全な発展のために金融会社及び法人の参加が必須であり、このための立法的基盤の準備が緊急だ」とし「今日のフォーラムがデジタル資産基本法制定の重要な第一歩になることを期待する」と明らかにした。また、韓国フィンテック産業協会イ・グンジュ会長は「デジタル資産市場の発展には明確な法的・制度的枠組みが必要だ」とし、今回の議論が重要な転換点になると強調した。
発題では▲イ・ジョンソプソウル大経営大学教授が「ブロックチェーンの制度権活用事例と示唆点」について発表した。同教授は、ブロックチェーン技術の金融権適用可能性と海外事例をもとに国内適用案を説明し、ブロックチェーンベースの金融とデータ産業の転換が加速するだろうと予測した。また、規制と法人の参加を許可する政策が必要だと付け加えた。
続いて▲法務法人世宗ファン・ヒョンイル弁護士が「健全な市場運営のための規制フレームワーク」について発表した。黄弁護士は、デジタル資産市場の規制環境を分析し、法的安定性を確保するための政策的方向性を提示し、法人投資家の市場参加を迅速に許可する必要性を強調した。
▲資本市場研究院キム・カッレセンター長は「米国新政府のデジタル資産立法動向」を発表し、米国のデジタル資産立法方向と国内対応方案を議論した。彼は米国のステープルコインとトークン化推進状況を説明し、韓国もグローバル市場の変化に合わせた政策的対応が必要だと明らかにした。
総合パネル討論ではチョン・ユシン院長が座長を務め、▲イ・ジョンソプ教授▲ファン・ヒョンイル弁護士▲キム・アッグレセンター長▲金融委員会キム・ソンジン課長▲NH投資証券ホン・ソンウク研究員▲インフィニットブロックチョン・グテ代表が参加して多様な意見を交わした。
今回のフォーラムはデジタル資産2段階法案の準備のための連続フォーラムの最初の行事で、今後計6回にわたって行われる予定だ。次のフォーラムは3月5日に開催され、ステープルコイン制度の準備に関する議論が続く予定だ。

平山协举办“国会数字资产基本法制定论坛”
由韩国共同民主党国会议员姜俊铉主办、韩国金融科技产业协会承办的“数字资产基本法制定国会论坛”6日在国会议员厅第9会议室举行。
本次论坛由数字经济与金融研究所所长郑有信主持，随后进行了▲关于数字资产市场合法化和企业参与措施的专家演讲▲小组讨论。
姜俊铉议员在开幕致辞中表示，“为了数字资产行业的健康发展，金融公司和企业的参与必不可少，为此建立立法基础十分紧迫”，并补充道，“我希望今天的论坛将成为制定《基本数字资产法》的重要第一步。”此外，韩国金融科技产业协会会长李根珠强调，此次讨论将是一个重要的转折点，他表示，“数字资产市场的发展需要明确的法律和体制框架”。
▲首尔大学经营学院李钟燮教授在开幕致辞中发表了《区块链的机构使用案例及其影响》的演讲。教授结合海外案例阐述了区块链技术应用于金融领域的可能性及国内的应用规划，并预测基于区块链的金融及数据产业的转型将会加速。他补充说，需要允许监管和企业参与的政策。
接下来▲世钟法律事务所黄铉一律师就‘健全市场运营的监管框架’进行了演讲。黄律师分析了数字资产市场的监管环境，提出了确保法律稳定性的政策方向，并强调需要尽快让企业投资者参与到市场中。
▲资本市场研究中心所长金甲来发表了‘新美国政府下数字资产立法动向’，讨论了美国数字资产立法的方向性和国内应对措施。他介绍了美国稳定币和代币化的现状，并表示韩国也需要根据全球市场的变化采取政策应对。
综合小组讨论环节由郑有信校长担任主持人，▲李钟燮教授▲黄贤一律师▲中心主任金甲来▲金融服务委员会主任金成镇▲NH Investment & Securities 研究员洪成旭▲Infinite Block 首席执行官郑久泰出席并发表了各种意见。
本次论坛是起草数字资产法案第二阶段系列论坛的第一场，共分六场举行。下一次论坛将于3月5日举行，继续讨论建立稳定币体系的问题。

Pinsanhyup organise un « Forum de l'Assemblée nationale pour la promulgation de la loi fondamentale sur les actifs numériques »
Le « Forum de l'Assemblée nationale pour la promulgation de la loi sur les actifs numériques de base », organisé par Kang Jun-hyun, membre du Parti démocrate de Corée à l'Assemblée nationale, et par l'Association coréenne de l'industrie Fintech , s'est tenu le 6 dans la 9e salle de conférence de la salle des membres de l'Assemblée nationale.
Ce forum a été modéré par le directeur Yoo-shin Jeong de l'Institut de recherche sur l'économie numérique et la finance, et a été suivi de ▲ présentations d'experts sur la légalisation du marché des actifs numériques et les mesures de participation des entreprises ▲ tables rondes.
Dans son discours d'ouverture, le député Kang Jun-hyun a déclaré : « Pour le bon développement du secteur des actifs numériques, la participation des sociétés financières et des entreprises est essentielle, et il est urgent d'établir une base législative pour cela », ajoutant : « J'espère que le forum d'aujourd'hui sera une première étape importante vers l'adoption de la loi fondamentale sur les actifs numériques. » En outre, Lee Geun-joo, président de l'Association coréenne de l'industrie Fintech, a souligné que cette discussion constituerait un tournant important, affirmant : « Un cadre juridique et institutionnel clair est nécessaire au développement du marché des actifs numériques. »
Dans son discours d'ouverture, ▲ Le professeur Lee Jong-seop de la Faculté d'administration des affaires de l'Université nationale de Séoul a présenté « Cas d'utilisation institutionnelle de la blockchain et implications ». Le professeur a expliqué la possibilité d'appliquer la technologie blockchain au secteur financier et les plans d'application nationaux basés sur des cas étrangers, et a prédit que la transition des industries financières et des données basées sur la blockchain s'accélérera. Il a ajouté que des politiques permettant la réglementation et l’implication des entreprises sont nécessaires.
Ensuite, ▲L'avocat Hwang Hyeon-il du cabinet d'avocats Sejong a présenté le « cadre réglementaire pour un fonctionnement sain du marché ». L'avocat Hwang a analysé l'environnement réglementaire du marché des actifs numériques, présenté les orientations politiques pour garantir la stabilité juridique et souligné la nécessité de permettre rapidement aux investisseurs institutionnels de participer au marché.
▲Kim Gap-rae, directeur du Centre de recherche sur les marchés financiers, a présenté « Tendances de la législation sur les actifs numériques sous le nouveau gouvernement américain » et a discuté de l'orientation de la législation sur les actifs numériques aux États-Unis et des mesures de réponse nationales. Il a expliqué l'état actuel des pièces stables et de la tokenisation aux États-Unis et a déclaré que la Corée doit également réagir avec des politiques conformes aux changements du marché mondial.
