기술보증기금(이사장 김종호, 이하 기보)은 미주개발은행(이하 IDB)과 ‘코스타리카형 기술평가 및 기술보증을 위한 기술지원 컨설팅’계약을 체결하고, 중남미 지역에 기술금융 노하우를 전파해 현지 중소기업의 혁신성장을 지원할 계획이라고 24일 밝혔다.
기보는 IDB 현지 컨설턴트와 협력해 코스타리카개발은행(SBD), 무역투자진흥청(PROCOMER), 혁신연구진흥원(PROINNOVA), 기술연구소(TECH) 등을 대상으로 2026년 9월까지 컨설팅을 진행한다. 이번 계약을 통해 기보는 ▲한국의 혁신 제도 벤치마킹 보고서 작성 ▲코스타리카형 기술평가시스템 개발 및 역량강화 교육 ▲코스타리카형 기술보증제도 설계 및 업무 매뉴얼 작성 ▲정책 확산 세미나 개최 ▲기보-IDB 공동 정책보고서 작성 등의 사업을 수행할 예정이다.
앞서 기보는 2024년 ‘페루형 기술평가시스템 개선 및 역량강화 컨설팅’ 프로젝트를 성공적으로 완료한 바 있다. 이에 IDB는 중남미 중소기업들의 기술혁신 지원을 위한 정책도구로 기술평가시스템을 확대 적용하기로 하고, 기술금융 도입을 희망하는 국가 중 코스타리카를 두 번째 협력국으로 선정했다.
이번 계약에서 IDB는 프로젝트 규모를 확대해, 기보에 기술평가모형 개발뿐만 아니라 보증제도 설계까지 아우르는 전반적인 컨설팅 지원을 요청했다. 기보는 이를 통해 기술평가 전문성과 노하우를 전수하여 현지 중소기업 지원기관의 역량 강화와 창업지원 시스템 고도화에 기여할 계획이다. 한편, 코스타리카 정부는 국가개발기금(FONADE) 재원을 활용해 전수받은 기술보증제도를 기반으로 맞춤형 중소기업 금융지원에 나설 예정이다.
김종호 기보 이사장은 “기보가 보유한 기술평가 인프라와 글로벌 네트워크를 바탕으로, 페루에 이어 두 번째 중남미 국가에 기술금융을 전파하는 계기를 마련했다”며 “앞으로도 기보는 국제금융기구와 협력을 강화해 기술금융 글로벌 리더로서 위상을 높이고, 기술금융의 해외진출을 지속적으로 확대해 나가겠다”고 밝혔다.

Kibo, in partnership with the Inter-American Development Bank
The Korea Technology Finance Corporation (KTFC) (Chairman Jong-Ho Kim, hereinafter referred to as KIBO) announced on the 24th that it signed a contract with the Inter-American Development Bank (hereinafter referred to as IDB) for a ‘Costa Rican-type technology assessment and technology guarantee technology support consulting’ and plans to spread technology financing know-how to Central and South America to support the innovative growth of local small and medium-sized enterprises.
Kibo will conduct consulting for the Costa Rica Development Bank (SBD), the Trade and Investment Promotion Agency (PROCOMER), the Innovation Research Promotion Agency (PROINNOVA), and the Technology Research Institute (TECH) until September 2026 in cooperation with local consultants from the IDB. Through this contract, Kibo will carry out the following projects: ▲preparing a report on benchmarking Korea’s innovation system ▲developing a Costa Rican-style technology assessment system and capacity building training ▲designing a Costa Rican-style technology guarantee system and preparing a work manual ▲holding policy dissemination seminars ▲preparing a joint policy report between Kibo and IDB.
Previously, Kibo successfully completed the 'Peru-type Technology Assessment System Improvement and Capacity Building Consulting' project in 2024. Accordingly, IDB decided to expand the application of the technology assessment system as a policy tool to support technological innovation of small and medium-sized enterprises in Central and South America, and selected Costa Rica as the second partner country among countries hoping to introduce technology financing.
In this contract, IDB expanded the project scale and requested Kibo to provide comprehensive consulting support that includes not only the development of a technology assessment model but also the design of a guarantee system. Kibo plans to transfer its technology assessment expertise and know-how to contribute to strengthening the capacity of local SME support organizations and upgrading the startup support system. Meanwhile, the Costa Rican government plans to use the National Development Fund (FONADE) funds to provide customized SME financial support based on the technology guarantee system it received.
Kim Jong-ho, CEO of Kibo, said, “Based on Kibo’s technology evaluation infrastructure and global network, we have created an opportunity to spread technology financing to the second Central and South American country after Peru.” He added, “Going forward, Kibo will strengthen cooperation with international financial organizations to elevate its status as a global leader in technology financing and continue to expand the overseas expansion of technology financing.”

棋保、米州開発銀行と協力
技術保証基金（理事長キム・ジョンホ、以下記報）は米州開発銀行（以下、ＩＤＢ）と「コスタリカ型技術評価及び技術保証のための技術支援コンサルティング」契約を締結し、中南米地域に技術金融ノウハウを伝播して現地中小企業の革新成長を支援する計画だ。

これに先立ち、ギボは2024年「ペルー型技術評価システムの改善および能力強化コンサルティング」プロジェクトを成功裏に完了した。これにIDBは中南米中小企業の技術革新支援のための政策ツールとして技術評価システムを拡大適用することにし、技術金融導入を希望する国のうちコスタリカを第2協力国に選定した。
今回の契約でIDBはプロジェクト規模を拡大し、棋譜に技術評価モデルの開発だけでなく保証制度の設計まで合わせる全体的なコンサルティング支援を要請した。ギボはこれを通じて技術評価の専門性とノウハウを伝授し、現地中小企業支援機関の力量強化と創業支援システムの高度化に寄与する計画だ。一方、コスタリカ政府は国家開発基金（FONADE）財源を活用して伝授された技術保証制度を基盤にカスタマイズされた中小企業金融支援に乗り出す予定だ。

Kibo 与美洲开发银行合作
韩国技术融资公司（KTFC）（会长金钟浩，以下简称KIBO） 24日表示，与美洲开发银行（以下简称IDB）签署了‘哥斯达黎加式技术评估及技术担保技术支援咨询’合同，计划将技术融资经验推广到中南美洲，支援当地中小企业创新成长。
Kibo 将与当地 IDB 顾问合作，为哥斯达黎加开发银行 (SBD)、贸易和投资促进局 (PROCOMER)、创新研究促进局 (PROINNOVA) 和技术研究所 (TECH) 提供咨询服务，直至 2026 年 9 月。通过本次签约，KIBO将开展以下项目：▲编写韩国创新体系对标报告▲开发哥斯达黎加风格的技术评估体系及能力建设培训▲设计哥斯达黎加风格的技术保障体系并编写工作手册▲举办政策宣传研讨会▲编写KIBO-IDB联合政策报告。
此前，Kibo于2024年成功完成了“秘鲁式技术评估体系改进和能力建设咨询”项目。据此，美洲开发银行决定扩大技术评估体系作为支持中南美洲中小企业技术创新的政策工具的应用，并选择哥斯达黎加作为希望引入技术融资的国家中的第二个伙伴国。
在本次合同中，IDB扩大了项目规模，并请求Kibo提供全面的咨询支持，不仅涵盖技术评估模型的开发，还包括担保体系的设计。 Kibo计划通过此举，转移其在技术评估方面的专业知识和技术，从而为加强当地中小企业支持组织的能力和改善创业支持体系做出贡献。同时，哥斯达黎加政府计划利用国家发展基金（FONADE）的资金，在技术保障体系的基础上，向中小企业提供定制化的资金支持。

La Korea Technology Finance Corporation (KTFC) (Président Jong-Ho Kim, ci-après dénommée KIBO) a annoncé le 24 qu'elle avait signé un contrat avec la Banque interaméricaine de développement (ci-après dénommée BID) pour une « évaluation technologique de type costaricien et un conseil en matière de soutien technologique en matière de garantie technologique » et qu'elle prévoyait de diffuser le savoir-faire en matière de financement technologique en Amérique centrale et en Amérique du Sud afin de soutenir la croissance innovante des petites et moyennes entreprises locales.
Kibo fournira des services de conseil jusqu'en septembre 2026 à la Banque de développement du Costa Rica (SBD), à l'Agence de promotion du commerce et des investissements (PROCOMER), à l'Agence de promotion de la recherche sur l'innovation (PROINNOVA) et à l'Institut de recherche technologique (TECH), en coopération avec les consultants locaux de la BID. Dans le cadre de ce contrat, KIBO réalisera les projets suivants : ▲préparation d'un rapport sur l'évaluation comparative du système d'innovation coréen ▲développement d'un système d'évaluation technologique de style costaricien et formation au renforcement des capacités ▲conception d'un système de garantie technologique de style costaricien et préparation d'un manuel de travail ▲organisation d'un séminaire de diffusion des politiques ▲préparation d'un rapport politique conjoint KIBO-BID.
Auparavant, Kibo a mené à bien le projet de « conseil en matière d'amélioration du système d'évaluation technologique et de renforcement des capacités de style péruvien » en 2024. En conséquence, la BID a décidé d’élargir l’application du système d’évaluation technologique comme outil politique pour soutenir l’innovation technologique des petites et moyennes entreprises d’Amérique centrale et d’Amérique du Sud, et a choisi le Costa Rica comme deuxième pays partenaire parmi les pays souhaitant introduire le financement technologique.
Dans ce contrat, la BID a élargi l’échelle du projet et a demandé à Kibo un soutien complet en matière de conseil, couvrant non seulement le développement d’un modèle d’évaluation technologique, mais également la conception d’un système de garantie. Kibo entend ainsi transférer son expertise et son savoir-faire en matière d’évaluation technologique, contribuant ainsi à renforcer les capacités des organisations locales de soutien aux petites et moyennes entreprises et à améliorer le système de soutien aux startups. Parallèlement, le gouvernement costaricien prévoit d'apporter un soutien financier personnalisé aux petites et moyennes entreprises sur la base du système de garantie technologique qu'il a reçu grâce aux fonds du Fonds national de développement (FONADE).
Kim Jong-ho, PDG de Kibo, a déclaré : « Grâce à l’infrastructure d’évaluation technologique et au réseau mondial de Kibo, nous avons créé une opportunité d’étendre le financement technologique au deuxième pays d’Amérique centrale et d’Amérique du Sud après le Pérou. » Il a ajouté : « À l’avenir, Kibo renforcera sa coopération avec les organisations financières internationales pour élever son statut de leader mondial du financement technologique et continuer à étendre l’expansion du financement technologique à l’étranger. »
