중소벤처기업부(장관 오영주, 이하 중기부)는 지난 17일 독일 뮌헨 현지에서 프라운호퍼(Fraunhofer Gesellschaft) 연구소와 중소기업기술정보진흥원간 기술교류 협력 MOU를 체결했다고 밝혔다.
동 MOU는 김성섭 중기부 차관의 임석 하에 요한 페클 프라운호퍼 국제협력 본부장과 김영신 중소기업기술정보진흥원 원장이 서명했다.
이번 MOU를 계기로 양 기관은 중소벤처기업의 글로벌 진출을 지원하기 위해 AI, 바이오, 첨단 제조 등 첨단기술 분야에서 공동 협력 R&D를 추진할 뿐만 아니라, 기술이전, 인력 교류, 협력 네크워크 구축 등 다양한 형태의 협력으로 확대해 나가기로 했다.
17일 이후부터는 프라운호퍼의 대표적인 실증기반의 연구소인 프라운호퍼 IML, ISIT를 방문하여 국내 글로벌 혁신특구와의 AI 물류운송 로봇, 직류(DC) 제품 분야의 선진기술 이전과 공동 실증 R&D 등 국내 글로벌 혁신특구와의 파트너십 강화 방안을 논의한다.
또한 프라운호퍼 연구소와의 지속적인 파트너십 구축을 위해 금번 방문기간 중 대구시, 대구 기계부품연구원, GRC(Global Robot Cluster) 협의체는 프라운호퍼 IML과 ‘AI 로봇 기술협력 MOU’를 체결한다. 녹색에너지연구원(전남 직류산업 글로벌혁신특구 운영), 한국산업기술진흥원은 프라운호퍼 ISIT와의 공동 워크샵도 개최한다.
아울러 현지 바이에른 지역의 제약바이오 스타트업-연구기관-투자자 간의 협력 네트워크를 통해 글로벌 바이오 혁신생태계를 조성하고 있는 BioM(Biotechnology Cluster Management)를 방문하여 양국 바이오 스타트업 간 오픈이노베이션 및 기술교류, 글로벌 공동 진출 등 협력 방안을 논의한다. 향후 국내의 바이오 글로벌 혁신특구, K-바이오랩허브 등을 조성하는 데 있어 벤치마킹할 계획이다.
김성섭 차관은 “이번 프라운호퍼와의 협업으로 독일과의 기술협력 네트워크를 확대하고, 기존 파트너십은 더욱 강화하는 의의가 있다”면서 “양국간 바이오 클러스터 협력 논의 등을 통해 우리 중소기업이 글로벌 시장에서 더욱 강한 경쟁력을 가지게 되는 계기를 만들어 나가는 데 지원을 아끼지 않을 것”고 밝혔다.

Ministry of SMEs and Startups, Fraunhofer of Germany, Sign Global SME Technology Exchange Business Agreement
The Ministry of SMEs and Startups (Minister Oh Young-joo, hereinafter referred to as the Ministry of SMEs and Startups) announced on the 17th that it signed an MOU for technology exchange cooperation between the Fraunhofer Gesellschaft Institute and the Korea SME Technology Information Promotion Agency in Munich, Germany.
The MOU was signed by Johan Pekel, Director of the Fraunhofer Center for International Cooperation, and Kim Young-shin, President of the Korea Institute for Advancement of Technology Information, SMEs and Startups, in the presence of Kim Sung-seop, Vice Minister of SMEs and Startups.
With this MOU as an opportunity, the two organizations agreed to not only promote joint collaborative R&D in cutting-edge technology fields such as AI, bio, and advanced manufacturing to support the global advancement of small and medium-sized venture companies, but also expand cooperation into various forms such as technology transfer, human resource exchange, and cooperative network building.
From the 17th, we will visit Fraunhofer IML and ISIT, which are representative empirical research institutes of Fraunhofer, to discuss ways to strengthen partnerships with domestic global innovation special zones, such as transfer of advanced technologies in the fields of AI logistics transport robots and direct current (DC) products, and joint empirical R&D.
In addition, in order to build a continuous partnership with the Fraunhofer Institute, during this visit, Daegu City, Daegu Institute of Machinery and Components, and GRC (Global Robot Cluster) Council will sign an 'AI Robot Technology Cooperation MOU' with Fraunhofer IML. Green Energy Research Institute (operating Jeonnam DC Industry Global Innovation Special Zone) and Korea Institute for Advancement of Technology will also hold a joint workshop with Fraunhofer ISIT.
In addition, we will visit BioM (Biotechnology Cluster Management), which is creating a global bio innovation ecosystem through a cooperative network between pharmaceutical and bio startups, research institutes, and investors in the local Bavarian region, and discuss cooperative measures such as open innovation, technology exchange, and global joint advancement between bio startups from both countries. We plan to benchmark this in the future when creating domestic bio global innovation special zones, K-Bio Lab Hub, etc.
Vice Minister Kim Seong-seop said, “This collaboration with Fraunhofer is significant in expanding the technological cooperation network with Germany and further strengthening the existing partnership,” adding, “We will spare no support in creating opportunities for our small and medium-sized enterprises to become more competitive in the global market through discussions on cooperation in bio clusters between the two countries.”

中期部、ドイツ・フラウンホッパーとグローバル中小企業技術交流業務協約締結
中小ベンチャー企業部（長官オ・ヨンジュ、以下中期部）は去る17日ドイツミュンヘン現地でフラウンホーファー(Fraunhofer Gesellschaft)研究所と中小企業技術情報振興院間技術交流協力MOUを締結したと明らかにした。
同MOUは、キム・ソンソプ中期部次官の任席の下、ヨハン・ペクル・フラウンホッパー国際協力本部長とキム・ヨンシン中小企業技術情報振興院院長が署名した。
今回のMOUを契機に両機関は、中小ベンチャー企業のグローバル進出を支援するため、AI、バイオ、先端製造など先端技術分野で共同協力R&Dを推進するだけでなく、技術移転、人材交流、協力ネットワーク構築など多様な形態の協力に拡大していくことにした。
17日以降からは、フラウンホッパーの代表的な実証基盤の研究所であるフラウンホッパーIML、ISITを訪問し、国内グローバルイノベーション特区とのAI物流輸送ロボット、直流（DC）製品分野の先進技術移転と共同実証R&Dなど、国内グローバルイノベーション特区とのパートナーシップ強化方案を議論する。
また、フラウンホッパー研究所との持続的なパートナーシップ構築のため、今回の訪問期間中、大邱市、大邱機械部品研究院、GRC（Global Robot Cluster）協議体は、フラウンホッパーIMLと「AIロボット技術協力MOU」を締結する。グリーンエネルギー研究院（全南直流産業グローバル革新特区運営）、韓国産業技術振興院はフラウンホッパーISITとの共同ワークショップも開催する。
また、現地バイエルン地域の製薬バイオスタートアップ-研究機関-投資家間の協力ネットワークを通じてグローバルバイオイノベーションエコシステムを造成しているBioM（Biotechnology Cluster Management）を訪問し、両国バイオスタートアップ間オープンイノベーション及び技術交流、グローバル共同進出など協力方案を議論。今後、国内のバイオグローバル革新特区、K-バイオラップハブなどを造成する上でベンチマークする計画だ。
キム・ソンソプ次官は「今回のフラウンホーファーとの協業でドイツとの技術協力ネットワークを拡大し、既存のパートナーシップはさらに強化する意義がある」とし「両国間のバイオクラスター協力議論などを通じて韓国中小企業がグローバル市場でより強い競争力を持つきっかけを作っていくのに支援を惜しまない」

中小企业和创业企业部与德国弗劳恩霍夫协会签署全球中小企业技术交流业务协议
中小企业及风险投资部（部长吴英珠，以下简称中小企业及风险投资部） 17日表示，在德国慕尼黑签署了德国弗劳恩霍夫协会研究所与韩国中小企业技术信息振兴院技术交流合作谅解备忘录。
该谅解备忘录由弗劳恩霍夫国际合作中心主任约翰·佩克尔 (Johan Pekel) 与韩国技术信息发展、中小企业和初创企业研究所所长金永信 (Kim Young-shin) 在中小企业和初创企业部副部长金成燮 (Kim Sung-seop) 的见证下签署。
以此备忘录为契机，两机构同意，不仅将在人工智能、生物、先进制造等尖端技术领域推动联合研发，支持中小风险企业走向全球，还将拓展技术转让、人才交流、合作网络建设等多种形式的合作。
17日起，我们将访问弗劳恩霍夫具有代表性的实证研究机构Fraunhofer IML和ISIT，探讨在AI物流运输机器人、直流（DC）产品等领域的先进技术的转移、联合实证研发等，加强与国内全球创新特区的伙伴关系。
此外，为与弗劳恩霍夫研究所建立持续的合作伙伴关系，此次访问期间，大邱市、大邱机械零部件研究所、GRC（全球机器人集群）协会将与弗劳恩霍夫IML研究所签署《人工智能机器人技术合作谅解备忘录》。韩国绿色能源研究院（全南DC产业全球创新特区运营商）和韩国技术进步研究院也将与弗劳恩霍夫ISIT举办联合研讨会。
此外，我们还将参观BioM（生物技术集群管理机构），该机构正在通过巴伐利亚当地制药和生物初创公司、研究机构和投资者之间的合作网络打造全球生物创新生态系统，并讨论两国生物初创公司之间的开放式创新和技术交流以及联合全球扩张等合作措施。我们计划在未来打造国内生物全球创新特区和K-Bio实验室中心时以此为标杆。
金成燮副部长表示，“此次与弗劳恩霍夫协会的合作，对扩大与德国的技术合作网络、进一步强化现有的伙伴关系具有重要意义”，并表示，“我们将通过探讨两国生物集群合作，全力支持为我国中小企业创造机会，提高其在全球市场的竞争力”。

Le ministère des PME et des startups et l'institut Fraunhofer d'Allemagne signent un accord commercial mondial d'échange de technologies pour les PME
Le ministère des PME et des startups (ministre Oh Young-joo, ci-après dénommé le ministère des PME et des startups) a annoncé le 17 qu'il avait signé un protocole d'accord pour la coopération en matière d'échange de technologies entre l'Institut Fraunhofer Gesellschaft et l'Agence coréenne de promotion de l'information technologique des PME à Munich, en Allemagne.
Le protocole d'accord a été signé par Johan Pekel, directeur du Centre Fraunhofer pour la coopération internationale, et Kim Young-shin, président de l'Institut coréen pour le progrès de l'information technologique, des PME et des startups, en présence de Kim Sung-seop, vice-ministre des PME et des startups.
Grâce à ce protocole d'accord, les deux organisations ont convenu non seulement de promouvoir la R&D collaborative conjointe dans des domaines technologiques de pointe tels que l'IA, la biotechnologie et la fabrication avancée pour soutenir l'avancement mondial des petites et moyennes entreprises, mais aussi d'étendre la coopération sous diverses formes telles que le transfert de technologie, l'échange de ressources humaines et la création de réseaux coopératifs.
À partir du 17, nous visiterons Fraunhofer IML et ISIT, qui sont des instituts de recherche empirique représentatifs de Fraunhofer, pour discuter des moyens de renforcer les partenariats avec les zones spéciales d'innovation mondiales nationales, telles que le transfert de technologies avancées dans les domaines des robots de transport logistique IA et des produits à courant continu (CC), et la R&D empirique conjointe.
En outre, afin de construire un partenariat continu avec l'Institut Fraunhofer, lors de cette visite, la ville de Daegu, l'Institut des machines et composants de Daegu et l'association GRC (Global Robot Cluster) signeront un « protocole d'accord de coopération sur la technologie des robots IA » avec Fraunhofer IML. L'Institut coréen de recherche sur l'énergie verte (opérateur de la zone spéciale d'innovation mondiale de l'industrie DC de Jeonnam) et l'Institut coréen pour l'avancement de la technologie organiseront également un atelier conjoint avec Fraunhofer ISIT.
En outre, nous visiterons BioM (Biotechnology Cluster Management), qui crée un écosystème mondial d'innovation biologique grâce à un réseau de coopération entre les startups pharmaceutiques et biologiques bavaroises locales, les instituts de recherche et les investisseurs, et discuterons de mesures de coopération telles que l'innovation ouverte et l'échange de technologies entre les startups biologiques des deux pays et l'expansion mondiale conjointe. Nous prévoyons de l'évaluer à l'avenir lors de la création de zones spéciales d'innovation mondiale en biotechnologie nationale et de pôles de laboratoire K-Bio.
Le vice-ministre Kim Seong-seop a déclaré : « Cette collaboration avec Fraunhofer est importante pour élargir le réseau de coopération technologique avec l'Allemagne et renforcer davantage le partenariat existant », ajoutant : « Nous n'épargnerons aucun effort pour créer des opportunités pour nos petites et moyennes entreprises afin qu'elles deviennent plus compétitives sur le marché mondial grâce à des discussions sur la coopération dans les bio-clusters entre les deux pays. »
