기술보증기금(이하 ‘기보’)은 중소기업기술정보진흥원(이하 ‘기정원’)과 협력해 중소벤처기업의 연구개발(R&D) 전주기를 지원하는 민관 매칭자본 기반의 「BIRD(Bridge for Innovative R&D) 프로그램」을 시행한다고 21일 밝혔다.
BIRD 프로그램은 중소벤처기업부의 우수 혁신 지원 모델로, 단계별 R&D 자금을 연속적으로 지원해 중소기업의 R&D 성과 창출과 성공률을 높이는 것을 목표로 한다. 기보는 2023년 이 프로그램을 처음 도입한 이후, 기정원과의 협업을 통해 지난해까지 총 136개 기업에 보증 272억원, 출연금 234억원, 보증연계투자 20억원을 지원한 바 있다.
이번 프로그램은 3단계로 구성되며, 각 단계별로 R&D 자금을 지원한다. 1단계(Pre-R&D)에서는 기보가 최대 2억원의 보증을 지원하고, 2단계(R&D)에서는 기정원이 최대 5억원의 출연금을 지원한다. 3단계(Post-R&D)에서는 기보가 최대 30억원의 보증을 지원하며, 이를 통해 중소기업의 연구개발부터 사업화까지 전 과정을 지원한다.
기보는 「사업공고 → 사전검토 → 1차 서면평가 → 2차 전문심의위원회 → 3차 최종 기술평가」 절차를 거쳐 1단계에서 90개 기업을 선정하며, 선정된 기업은 다양한 지원을 받게 된다. 2단계에서는 60개 기업을 선정하고, 3단계에서는 사업화 자금 지원과 함께 코스닥 기술특례상장 사전진단평가 우대 혜택도 제공된다.
지원 대상은 최근 매출액 20억원 이상인 기업과 기술사업평가등급 ‘BB’ 이상인 기업으로, 기술사업평가등급은 1단계 최종평가에서 확인된다. 참여를 원하는 기업은 4월 7일부터 18일까지 기보 홈페이지에서 신청할 수 있으며, 선정평가는 6월과 7월에 진행될 예정이다.

The Korea Technology Finance Corporation (hereinafter referred to as “KIBO”) announced on the 21st that it will implement the “BIRD (Bridge for Innovative R&D) Program,” a public-private matching capital-based program that supports the entire research and development (R&D) cycle of small and medium-sized venture companies, in cooperation with the Korea Technology Finance Corporation (hereinafter referred to as “KIBO”).
The BIRD program is an excellent innovation support model of the Ministry of SMEs and Startups, and aims to increase the R&D performance creation and success rate of SMEs by continuously providing R&D funds in stages. Since first introducing this program in 2023, Kibo has supported a total of 136 companies with 27.2 billion won in guarantees, 23.4 billion won in subsidies, and 2 billion won in guarantee-linked investments through collaboration with KIBO.
This program consists of three stages, and R&D funding is provided for each stage. In the first stage (Pre-R&D), Kibo provides up to KRW 200 million in guarantees, and in the second stage (R&D), Kibo provides up to KRW 500 million in contributions. In the third stage (Post-R&D), Kibo provides up to KRW 3 billion in guarantees, and through this, it supports the entire process from R&D to commercialization of small and medium-sized enterprises.
Kibo selects 90 companies in the first stage through the process of “Business Announcement → Preliminary Review → 1st Document Evaluation → 2nd Expert Review Committee → 3rd Final Technology Evaluation”, and the selected companies will receive various support. In the second stage, 60 companies will be selected, and in the third stage, along with support for commercialization funds, they will also be provided with preferential benefits for pre-diagnosis evaluation for KOSDAQ technology special listing.
The target of support is companies with recent sales of 2 billion won or more and a technology business evaluation grade of 'BB' or higher, and the technology business evaluation grade will be confirmed in the final evaluation of the first stage. Companies wishing to participate can apply on the Kibo website from April 7 to 18, and the selection evaluation will be conducted in June and July.
Kim Jong-ho, CEO of Kibo, said, “The BIRD program is a performance-creating R&D support system based on public-private matching capital, and it supports the entire process from R&D to commercialization of small and medium-sized enterprises with national strategic technologies.” He added, “Kibo will continue to expand cooperation with related organizations to contribute to the successful commercialization of innovative technologies and the activation of the private-sector-led technology commercialization ecosystem.”

Kibo、中小企业技术信息振兴机构和“BIRD”计划实施
韩国技术金融公司（以下简称“KIBO”） 21日宣布，将与韩国技术金融公司（以下简称“KIBO”）合作，实施支持中小型风险投资企业整个研发（R&D）周期的公私配套资本型项目“BIRD（创新研发之桥）项目”。
BIRD计划是中小企业及创业企业部优秀创新支援模式，旨在通过分阶段持续提供研发资金支援，提高中小企业的研发绩效和成功率。自 2023 年首次推出该计划以来，Kibo 通过与 Kijeongwon 的合作，共为 136 家公司提供了 272 亿韩元的担保、234 亿韩元的捐助和 20 亿韩元的担保挂钩投资。
该计划分为三个阶段，每个阶段均提供研发资金。在第 1 阶段（研发前），Kibo 提供高达 2 亿韩元的担保，在第 2 阶段（研发），Kijeongwon 提供高达 5 亿韩元的出资。在第3阶段（后研发阶段），Kibo提供高达30亿韩元的担保，从而支持中小企业从研发到商业化的整个过程。

La Korea Technology Finance Corporation (ci-après dénommée « KIBO ») a annoncé le 21 qu'elle mettrait en œuvre le programme « BIRD (Bridge for Innovative R&D) », un programme de financement public-privé basé sur le capital de contrepartie qui soutient l'ensemble du cycle de recherche et développement (R&D) des petites et moyennes entreprises, en coopération avec la Korea Technology Finance Corporation (ci-après dénommée « KIBO »).
Le programme BIRD est un excellent modèle de soutien à l'innovation du ministère des PME et des startups, et vise à augmenter les performances et le taux de réussite de la R&D des petites et moyennes entreprises en fournissant un soutien continu aux fonds de R&D par étapes. Depuis le lancement de ce programme en 2023, Kibo a soutenu un total de 136 entreprises avec 27,2 milliards de wons de garanties, 23,4 milliards de wons de contributions et 2 milliards de wons d'investissements liés à des garanties grâce à la collaboration avec Kijeongwon.
Le programme comprend trois étapes, avec un financement de R&D prévu pour chaque étape. Au cours de la première étape (pré-R&D), Kibo fournit une garantie pouvant atteindre 200 millions de KRW, et au cours de la deuxième étape (R&D), Kijeongwon fournit une contribution pouvant atteindre 500 millions de KRW. Au cours de la phase 3 (post-R&D), Kibo fournit des garanties allant jusqu'à 3 milliards de wons, soutenant ainsi l'ensemble du processus, de la recherche et du développement à la commercialisation des petites et moyennes entreprises.
Kibo sélectionne 90 entreprises lors de la première étape via le processus « annonce commerciale → examen préliminaire → 1ère évaluation écrite → 2ème comité d'examen d'experts → 3ème évaluation technologique finale », et les entreprises sélectionnées recevront différents types de soutien. Dans la deuxième étape, 60 entreprises seront sélectionnées et dans la troisième étape, en plus du soutien aux fonds de commercialisation, des avantages préférentiels pour l'évaluation pré-diagnostic pour la liste spéciale de la technologie KOSDAQ seront également fournis.
Les entreprises bénéficiant d'un soutien sont celles dont le chiffre d'affaires récent est égal ou supérieur à 2 milliards de wons et dont la note d'évaluation des activités technologiques est égale ou supérieure à « BB ». Cette note est confirmée lors de la première étape d'évaluation finale. Les entreprises souhaitant participer peuvent postuler sur le site Web de Kibo du 7 au 18 avril, et l'évaluation de sélection aura lieu en juin et juillet.
Kim Jong-ho, PDG de Kibo, a déclaré : « Le programme BIRD est un système de soutien à la R&D générateur de performances, basé sur un financement de contrepartie public-privé.
