한국핀테크산업협회(회장 이근주 한패스 대표, 이하 핀산협)는 24일 오전 10시 국회의원회관 제8간담회의실에서‘디지털자산 거래소 이해상충 해소 방안’을 주제로 세 번째 디지털자산 기본법 제정을 위한 국회 포럼을 개최했다.
이번 포럼은 지난 2회차 포럼에 이어 더불어민주당 정무위원회 소속 강준현, 강훈식, 김남근, 김병기, 김승원, 김용만, 김현정, 민병덕, 박상혁, 유동수, 이강일, 이인영, 이정문, 전현희 의원이 공동 주최해 더불어민주당의 해당 정책의 법제화 의지를 확인했다.
이날 포럼에서 정무위원회 야당 간사인 강준현 의원이 “글로벌 디지털자산 산업생태계가 활성화되고 있는 상황에도 우리나라는 거래소 중심이면서, 개인 투자에 한정된 기형적인 구조”라며 “투명성과 공정성을 제고해 국내 디지털자산 시장이 안정적으로 형성돼야 한다”고 강조했다. 더불어 “이번 포럼을 정무위원 14명이 공동주최하는 만큼, 관련 법안을 속도있게 마련할 수 있을 것”이라고 말했다.
민병덕 의원은 개회사를 통해 “완전히 새로운 현상은 기존이 시각이 아니라 새로운 시각으로 봐야 한다”며 “디지털자산거래소 또한 증권거래소 시각이 아닌 새로운 시각으로 보고 규제를 마련해야 한다고” 고 말했다. 이어 “사실상 거래소가 2강 체제를 이루고 있는 데다 상폐권한과 거래소의 이익이 이해상충돼 정당하게 운영될 수 있는지 의문이 있다”며 “정확한 가이드라인 아래 디지털자산 시장과 산업이 활성화되는 포럼이 큰 역할을 하길 기대한다”고 말했다.
산업계를 대표해 포럼을 주관한 핀산협 이근주 회장은 “국내 디지털자산 시장은 신뢰성 회복이라는 중대한 기로에 서 있다”며 “투명한 운영과 공정한 거래 환경 조성, 엄격한 내부통제와 감시체계 구축, 관련 법규 준수와 윤리적 경영 실천 등을 통해 건전한 시장 환경을 구축·발전했으면 한다”고 강조했다.
기조발제는 두 개 세션으로 진행이 됐다. 제1세션에서는 류경은 교수(고려대학교 법학전문대학원)이 ‘가상자산 거래소 이해상충 해소 방안’을 주제로 발표하고, 제2세션에서는 권오훈 변호사(차앤권법률사무소)가 ‘해외 가상자산 거래소 이해상충 사례’에 대해 발표했다.
이후 패널 토론에서는 이효진 교수(고려대학교 정보보호대학원)가 좌장을 맡아 디지털자산 거래소 이해상충 해소 방안의 보완책을 논의했다. 토론에는 ▲김성진 과장(금융위원회 가상자산과) ▲류경은 교수(고려대학교 법학전문대학원) ▲권오훈 변호사(차앤권법률사무소) ▲정석문 센터장(프레스토) ▲서병윤 소장(DSRV) ▲정구태 대표(인피닛블록) ▲김규윤 대표(해피블록) ▲우덕수 아시아 대표(블록데몬) 등이 참여하여 다양한 의견을 논의했다.
디지털자산 기본법 제정을 위한 국회 포럼은 2025년 상반기 동안 총 6회에 걸쳐 진행되며, 지난 2월 6일과 3월 4일에‘건전한 디지털자산 산업 조성을 위한 법인 참여 방안’, ‘스테이블코인 규제 도입을 위한 제언’을 주제로 개최된 바 있다.

Pinsanhyup holds 3rd 'National Assembly Forum for Enactment of Basic Digital Asset Law'
The Korea Fintech Industry Association (Chairman Lee Geun-joo, CEO of Hanpass, hereinafter referred to as the Fintech Association) held the third National Assembly forum for the enactment of the Basic Digital Asset Act on the topic of ‘Measures to Resolve Conflicts of Interest in Digital Asset Exchanges’ at the 8th conference room of the National Assembly Members’ Hall at 10:00 am on the 24th.
This forum, which was co-hosted by the Democratic Party of Korea’s Political Affairs Committee members Kang Jun-hyun, Kang Hoon-sik, Kim Nam-geun, Kim Byeong-gi, Kim Seung-won, Kim Yong-man, Kim Hyeon-jeong, Min Byeong-deok, Park Sang-hyeok, Yoo Dong-soo, Lee Kang-il, Lee In-young, Lee Jeong-moon, and Jeon Hyeon-hee, following the previous two forums, confirmed the Democratic Party’s will to legislate the relevant policy.
At the forum that day, Rep. Kang Jun-hyun, the floor leader of the opposition party on the Political Affairs Committee, emphasized, “Even though the global digital asset industry ecosystem is becoming active, our country has an abnormal structure that is centered on exchanges and limited to individual investment,” and “Transparency and fairness must be improved so that the domestic digital asset market can form stably.” He also said, “Since 14 members of the Political Affairs Committee are co-hosting this forum, we will be able to quickly prepare related bills.”
In his opening remarks, Rep. Min Byung-duk said, “A completely new phenomenon should be viewed from a new perspective, not an existing one,” and “Digital asset exchanges should also be viewed from a new perspective, not a stock exchange perspective, and regulations should be established.” He continued, “In reality, the exchanges are a two-party system, and there are conflicts of interest between the delisting authority and the interests of the exchanges, so there are doubts about whether they can be operated properly,” and “I hope that the forum, which will activate the digital asset market and industry under clear guidelines, will play a big role.”
“The domestic digital asset market is at a critical juncture of restoring trust,” said Lee Geun-ju, chairman of the Korea Digital Asset Management Association, who hosted the forum on behalf of the industry. “I hope that we can build and develop a sound market environment through transparent operations, creating a fair trading environment, establishing a strict internal control and monitoring system, complying with relevant laws and regulations, and practicing ethical management,” he emphasized.
The keynote speech was divided into two sessions. In the first session, Professor Ryu Kyung-eun (Korea University Law School) presented on the topic of ‘Measures to Resolve Conflicts of Interest in Virtual Asset Exchanges’, and in the second session, Attorney Kwon Oh-hoon (Cha & Kwon Law Firm) presented on ‘Cases of Conflicts of Interest in Overseas Virtual Asset Exchanges’.
In the subsequent panel discussion, Professor Lee Hyo-jin (Korea University Information Security Graduate School) moderated and discussed supplementary measures for resolving conflicts of interest in digital asset exchanges. The discussion was attended by ▲Director Kim Seong-jin (Financial Services Commission Virtual Asset Division), ▲Professor Ryu Gyeong-eun (Korea University Law School), ▲Attorney Kwon Oh-hoon (Cha & Kwon Law Firm), ▲Director Jeong Seok-moon (Presto), ▲Director Seo Byeong-yoon (DSRV), ▲CEO Jeong Gu-tae (Infinite Block), ▲CEO Kim Gyu-yoon (Happy Block), and ▲Asia CEO Woo Deok-soo (Blockdaemon), who discussed various opinions.
The National Assembly forum for the enactment of the Basic Digital Asset Act will be held six times in total during the first half of 2025, and was held on February 6 and March 4 with the themes of 'Corporate Participation Measures for Fostering a Sound Digital Asset Industry' and 'Suggestions for Introducing Stablecoin Regulations.'

フィンサン協、3次「デジタル資産基本法制定のための国会フォーラム」開催
韓国フィンテック産業協会（会長イ・グンジュ韓パス代表、以下フィンサン協）は２４日午前１０時、国会議員会館第８懇談会議室で「デジタル資産取引所の利害衝突解消方案」をテーマに３番目のデジタル資産基本法制定のための国会フォーラムを開催した。
今回のフォーラムは2回目のフォーラムに続き、民主党政務委員会所属カン・ジュンヒョン、カン・フンシク、キム・ナムグン、キム・ビョンギ、キム・スンウォン、キム・ヨンマン、キム・ヒョンジョン、ミン・ビョンドク、パク・サンヒョク、ユ・ドンス、イ・カンヨン、イ・インヨン、イ・ジョンムン、チョン・ヒョンヒ議員が共同主催し
この日、フォーラムで政務委員会野党幹事のカン・ジュンヒョン議員が「グローバルデジタル資産産業生態系が活性化されている状況にも韓国は取引所中心であり、個人投資に限られた奇形的な構造」とし「透明性と公正性を高め、国内デジタル資産市場が安定的に形成されなければならない」と強調した。さらに「今回のフォーラムを政務委員１４人が共同主催するだけに、関連法案をスピードよく用意できるだろう」と話した。
ミン・ビョンドク議員は開会会社を通じて「完全に新しい現象は既存が視覚ではなく新しい視点で見なければならない」とし「デジタル資産取引所も証券取引所時刻ではなく新しい視点で見て規制を設けなければならない」と話した。続いて「事実上、取引所が第二強体制を成し遂げているうえ、上閉権と取引所の利益が利害相反して正当に運営できるか疑問がある」とし「正確なガイドラインの下、デジタル資産市場と産業が活性化されるフォーラムが大きな役割を果たすことを期待する」と話した。
産業界を代表してフォーラムを主管したフィンサン協李近主会長は「国内デジタル資産市場は信頼性回復という重大な路線に立っている」とし「透明な運営と公正な取引環境の造成、厳格な内部統制と監視体系の構築、関連法規遵守と倫理的経営実践などを通じて健全な市場環境を構築」
基調発題は二つのセッションで進行された。第1セッションでは、リュギョンは教授（高麗大学法学専門大学院）が「仮想資産取引所の利害衝突解消方案」をテーマに発表し、第2セッションでは、クォン・オフン弁護士（チャ・アン・クォン法律事務所）が「海外仮想資産取引所の利害衝突事例」について発表した。
以後、パネル討論ではイ・ヒョジン教授（高麗大学情報保護大学院）が座長を務め、デジタル資産取引所の利害相反解消案の補完策を議論した。議論には▲キム・ソンジン課長（金融委員会仮想資産課）▲リュ・ギョンウン教授（高麗大学法学専門大学院）▲クォン・オフン弁護士（チャ・アンクォン法律事務所）この参加して様々な意見を議論した。
デジタル資産基本法制定のための国会フォーラムは2025年上半期に計6回にわたって行われ、2月6日と3月4日に「健全なデジタル資産産業づくりのための法人参加方案」、「ステープルコイン規制導入のための提言」をテーマに開催された。

韩国屏山协举办第三届“国会数字资产基本法制定论坛”
韩国金融科技产业协会（会长李根珠、Hanpass代表，以下简称金融科技协会） 24日上午10点在国会议员厅第8会议室以‘数字资产交易所利益冲突解决措施’为主题，举办了数字资产基本法制定相关第三次国会论坛。
继前两届论坛之后，本次论坛由民主党政务委员姜俊铉、姜勋植、金南根、金炳基、金承元、金勇万、金贤正、闵炳德、朴相赫、刘东秀、李康一、李仁英、李贞文、全贤熙共同主持，明确了民主党将相关政策立法的意愿。
在当天的论坛上，在野党政务委员会院内代表姜俊铉议员强调，“虽然全球数字资产产业生态系统正在活跃起来，但我国却存在以交易所为中心、局限于个人投资的不正常结构”，“必须提高透明度和公正性，才能稳定地形成国内数字资产市场”。他还表示，“由于本次论坛由14名政治事务委员会成员共同主持，我们将能够迅速准备相关立法。”
闵炳德议员在开幕致辞中表示，“对于全新的现象，应该用新的视角而不是现有的视角来看待”，“数字资产交易所也应该用新的视角而不是证券交易所的视角来看待，并制定相应的监管规定”。他继续说道，“实际上，交易所是两方体系，退市机构和交易所的利益存在利益冲突，因此对其能否正常运作存在疑虑”，并补充道，“希望在明确的指导方针下激活数字资产市场和行业的论坛能够发挥重要作用。”
主持论坛的业界代表、韩国数字资产管理协会会长李根柱表示：“国内数字资产市场正处于恢复信任的关键时刻。希望通过透明运营、创造公平交易环境、建立严格的内控和监控体系、遵守相关法律法规、践行道德经营，构建和发展良好的市场环境。”
主旨演讲分为两个环节。在第一场研讨会上，柳敬银教授（高丽大学法学院）发表了题为《虚拟资产交易所利益冲突解决措施》的演讲，在第二场研讨会上，权五勋律师（车权律师事务所）发表了题为《海外虚拟资产交易所利益冲突案例》的演讲。
在随后的小组讨论中，李孝珍教授（高丽大学信息安全研究生院）担任主持人，探讨了解决数字资产交易所利益冲突的补充措施。出席讨论的有▲金成镇所长（金融服务委员会虚拟资产部）、▲柳庆恩教授（高丽大学法学院）、▲权五勋律师（Cha&Kwon律师事务所）、▲中心主任郑锡文（Presto）、▲徐秉允所长（DSRV）、▲代表郑久泰（Infinite Block）、▲代表金圭允（Happy Block）、▲亚洲代表禹德洙（Blockdaemon），并发表了各种意见。
2025年上半年，国会数字资产基本法制定论坛共举行6次，分别于2月6日、3月4日以“培育健全数字资产产业的企业参与措施”和“引入稳定币法规的建议”为主题举行。

Pinsanhyup organise le 3e Forum de l'Assemblée nationale pour la promulgation de la loi fondamentale sur les actifs numériques
L'Association coréenne de l'industrie Fintech (président Lee Geun-joo, PDG de Hanpass, ci-après dénommée l'Association Fintech) a organisé le troisième forum de l'Assemblée nationale pour la promulgation de la loi fondamentale sur les actifs numériques sur le thème « Mesures visant à résoudre les conflits d'intérêts dans les échanges d'actifs numériques » dans la 8e salle de conférence de la salle des membres de l'Assemblée nationale à 10h00 le 24.
Ce forum, co-organisé par les membres de la Commission des affaires politiques du Parti démocrate de Corée, Kang Jun-hyun, Kang Hoon-sik, Kim Nam-geun, Kim Byeong-gi, Kim Seung-won, Kim Yong-man, Kim Hyeon-jeong, Min Byeong-deok, Park Sang-hyeok, Yoo Dong-soo, Lee Kang-il, Lee In-young, Lee Jeong-moon et Jeon Hyeon-hee, fait suite aux deux forums précédents et a confirmé la volonté du Parti démocrate de légiférer sur la politique concernée.
Lors du forum de ce jour, le député Kang Jun-hyun, chef de file du parti d'opposition au sein de la commission des affaires politiques, a souligné : « Même si l'écosystème mondial de l'industrie des actifs numériques devient actif, notre pays a une structure anormale centrée sur les échanges et limitée à l'investissement individuel », et « La transparence et l'équité doivent être améliorées afin que le marché national des actifs numériques puisse se former de manière stable. » Il a également déclaré : « Étant donné que ce forum est co-organisé par 14 membres de la commission des affaires politiques, nous serons en mesure de préparer rapidement la législation connexe. »
Dans son discours d'ouverture, le député Min Byeong-deok a déclaré : « Un phénomène complètement nouveau doit être considéré sous un angle nouveau, et non sous un angle existant », et « les échanges d'actifs numériques doivent également être considérés sous un angle nouveau, et non sous un angle boursier, et des réglementations doivent être établies en conséquence. » Il a poursuivi : « En réalité, la bourse est un système bipartite, et il existe des conflits d'intérêts entre l'autorité de radiation et les intérêts de la bourse, il y a donc des doutes quant à sa capacité à fonctionner correctement », et a ajouté : « J'espère que le forum qui active le marché et l'industrie des actifs numériques selon des directives claires jouera un rôle important. »
« Le marché national des actifs numériques se trouve à un tournant crucial pour restaurer la confiance », a déclaré Lee Geun-ju, président de l'Association coréenne de gestion des actifs numériques, qui a organisé le forum au nom du secteur. « J'espère que nous pourrons bâtir et développer un environnement de marché sain grâce à des opérations transparentes, à la création d'un environnement commercial équitable, à la mise en place d'un système de contrôle et de surveillance interne strict, au respect des lois et réglementations en vigueur et à une gestion éthique », a-t-il souligné.
Le discours d’ouverture a été divisé en deux sessions. Lors de la première session, le professeur Ryu Kyung-eun (Faculté de droit de l'Université de Corée) a présenté le thème « Mesures pour résoudre les conflits d'intérêts dans les échanges d'actifs virtuels », et lors de la deuxième session, l'avocat Kwon Oh-hoon (cabinet d'avocats Cha & Kwon) a présenté les « Cas de conflits d'intérêts dans les échanges d'actifs virtuels à l'étranger ».
Lors de la table ronde qui a suivi, le professeur Lee Hyo-jin (École supérieure de sécurité de l'information de l'Université de Corée) a servi de modérateur et a discuté de mesures supplémentaires pour résoudre les conflits d'intérêts dans les échanges d'actifs numériques. La discussion a été suivie par ▲Le directeur Kim Seong-jin (Division des actifs virtuels de la Commission des services financiers), ▲Le professeur Ryu Gyeong-eun (Faculté de droit de l'Université de Corée), ▲L'avocat Kwon Oh-hoon (Cabinet d'avocats Cha & Kwon), ▲Le directeur du centre Jeong Seok-moon (Presto), ▲Le directeur Seo Byeong-yoon (DSRV), ▲Le PDG Jeong Gu-tae (Infinite Block), ▲Le PDG Kim Gyu-yoon (Happy Block) et ▲Le PDG Asie Woo Deok-soo (Blockdaemon), qui ont échangé diverses opinions.
Le forum de l'Assemblée nationale pour la promulgation de la loi fondamentale sur les actifs numériques se tiendra six fois au total au cours du premier semestre 2025, et s'est tenu les 6 février et 4 mars avec les thèmes « Mesures de participation des entreprises pour favoriser une industrie des actifs numériques saine » et « Suggestions pour l'introduction de réglementations sur les stablecoins ».
